About Protocol 9

Experience You Can't Learn From a Textbook

Protocol 9 is an independent investigation, security consultancy and training service operated by Ian Cousins.

The philosophy behind it is straightforward: security and investigation training should be based on what happens in the real world, not simply what looks good on paper.

Ian's operational background stretches back more than 30 years and includes service with the Metropolitan Police, where his experience included criminal investigation, surveillance, public order policing, negotiation, firearms duties and major incidents.

After leaving the police, that experience continued within corporate and commercial security, including security management, incident control, investigations, control-room operations and the management and training of security personnel.

That combination matters.

An investigator needs to understand evidence.

A surveillance operative needs to understand behaviour.

A security professional needs to recognise what doesn't look right.

And a trainer needs to be able to explain why something works in the real world — not simply repeat what is written in a manual.

The Protocol 9 Approach

Protocol 9 doesn't believe in making security complicated for the sake of it.

The starting point is always the same:

What are we trying to protect?

What is the actual threat?

Where are the weaknesses?

And what practical steps will make the biggest difference?

Sometimes the answer involves technology.

Sometimes it involves procedures.

Very often it involves people.

Understanding the difference between genuine security and security theatre is at the heart of the Protocol 9 approach.

Investigations

Investigations are conducted discreetly, objectively and with an evidence-led approach.

The purpose isn't to prove what somebody already believes.

It's to establish what actually happened.

Training

Protocol 9 training is built around practical application.

Courses are designed to develop judgement, observation and decision-making rather than simply teach delegates enough information to pass an assessment.

Real experience. Practical training. No unnecessary theatre.
